ThereformpackagewillprovideastrongandforcibleorganizationalguaranteeforChinatomodernizegovernance,whichinturnwillhelpachievethe“TwoCentenaryGoals.”
Acountryneedswell-functioninginstitutionstoprovidegoodgovernance.Butwell-functioninginstitutionsareneitherbornnorcantheybedevelopedovernight.ThismeansPartyandgovernmentinstitutionshavetoundergonecessaryadjustmentsandreformsasChina’seconomyandsocietymoveforwardanditspeople’slivingconditionsimprove.
Thelatestroundofreformsinvolvemorethan80centralgovernmentandstateorgans,aswellasinstitutionsdirectlyaffiliatedtothem,whichwilldealtheheaviestblowtovestedinterestsinfourdecades.
So,giventhecomplicatedsituation,allinvolvedinstitutionsshouldstrengthentheirpoliticalintegrityandfollowthepoliciesofthecoreleadership.Theyshouldlearntodistinguishthe“gains”fromthe“losses”bothatthedepartmentalandtheindividuallevels,andtakeconcreteactionstomaintainthesupremeauthorityoftheCPCCentralCommittee.
Theexperienceofthepastfourdecadesshowthekeytoinstitutionalreformistopromoteoptimization,coordinateddevelopmentandhighefficiencyoftheirfunctions,andtoavoid“integrationinappearancebutseparationinessence.”
Undertheoverallreformframeworkmappedoutbythetopauthorities,theinstitutionswiththesameorsimilarfunctionsshouldberestructured,and“powersandresponsibilities”shouldbedemarcatedsothatthefunctionsofdifferentinstitutionsarecorrectlydefined.Andaftertheirmerger,unifiedadministrationofaffairsshouldbecarriedouttocreatethenecessarytimeandconditionstohelpintegratetheirfunctions.
Thiswillbeparticularlyimportantduringtheearlydaysofthenewroundofinstitutionalreform,becauseitwillcreateafavorableenvironmentandbetterconditionsformiddle-andlate-stagemergerorreorganizationofdifferentinstitutions.Whileevaluating,analyzingandoverhaulingtheintersectingandoverlappingfunctionsofdifferentinstitutions,astrictperformancemanagementandadministrativeaccountabilitysystemshouldbeadopted,alongwiththeeffortstopromoteinternalinformationcommunicationandsharingasawayofbreakingthe“islandofinformation.”
