BeforecomingtoCaofeidianDistrictofTangshanCity,HebeiProvince,SunXuejunworkedfortheBeijingMunicipalCommitteeofEconomyandInformationTechnology.InNovember2016,hewasdispatchedwithanother13officialsfromBeijingtoHebei,andisnowvicedirectoroftheBeijing-Hebei(Caofeidian)CoordinatedDevelopmentDemonstrativeDistrictManagementCommittee.
SunfirstvisitedCaofeidianin2011whenitwasstillunderconstruction.Thegrandarchitectureandhugeharbordistrictwereallbuiltbasedontheadvancedtechnologyof“sand-blowinglandreclamation.”Thefour-square-kilometersandislandhasthusextendedtoa150-square-kilometerlandmass,whereinterwovenbituminousstreetsandalargepatchoffactorybuildingsaresetup,withlargeshipsconstantlycomingfromseatotheshore.
ThecoordinateddevelopmentinCaofeidianDistrictisbackedbybothpolicyandhumanresourceallocation.Therearenow28officialsworkingforthemanagementcommittee,ofwhich14arefromBeijing.TheyhavecloseconnectionswiththeZhongguancunandYizhuangManagementCommitteesinBeijing,aswellasenterprisesinthecapital’sTongzhou,Shunyi,Shijingshan,andChaoyangdistricts,helpingcompaniesofrelatedindustriesrelocatetothenewdistrict.
Theregionhasplannedthe120-hectareBeijing-HebeiCoordinatedDevelopmentDemonstrativeExpansionAreaand1.8-square-kilometerCaofeidianCoordinatedDevelopmentDemonstrationIndustrialPark.Inthefirsthalfof2018,50programsweresignedinCaofeidianwithagrossinvestmentofRMB19.4billion,amongwhich36arefromBeijingwithatotalinvestmentofRMB17.488billionand14Tianjin-basedprogramswithaninvestmentofRMB1.949billionbackingthem.
ShougangJingtangIron&SteelCo.,Ltd.wastransferredtoCaofeidianin2011fromBeijing’sShijingshanDistrict.Attheoreterminal,ironstonetransportedfromAustralia,Brazil,andPeruisunloadeddirectlyontotheconveyerbeltanddeliveredtothedockyardormanufacturingworkshopsofthecompany.
RenQuanxuan,deputydirectorofthecompany’spublicitydepartment,saidthatCaofeidianhasanaturalwaterwaywithadepthof36meterswhichcanaccommodatelargeshipspassingthrough.Withrawmaterialstransportedfromoverseasintotheharborandfinalproductsout,thetransportationcostreducesdramatically,earningthecompanyacompetitiveadvantageinthemarket.Meanwhile,thecompanymakesfulluseoftheseawater,buildingfoursetsoflow-temperaturewaterdesalinationplants,withadailyproductionof50,000tons,saving19.93milliontonsofgroundwaterannually.Acomprehensiveutilityindustrialchainofseawaterhasthusbeenestablished,providingitsby-product“concentratedbrinesolution”foralocalcompany–TangshanSanyouChemicalIndustryCo.,Ltd.Withanintegratedmanagementmodel,thecompany’swaterrecyclingandreuserateexceeds98.8percent.
ProductionserviceshavealsotransferredtoCaofeidianalongwiththecompanies,includingthoseofequipmentmaintenance,accessoriesprocessing,automation,andIT-basedsystemoperation,transferring8,000workersfromBeijingandrecruiting4,000-plusgraduatesfromlocaluniversities.

“FearoflosingthepharmaceuticalcompanieslicensingwithBeijing”isthemajorconcernofallmedicalenterprisesmovedfromBeijingtoHebei.China’spharmaceuticalindustryfollowsthelocalmanagement,whichmeansallpharmaceuticalenterprisesmustproduceandberegulatedintheirregistrationcities,andoncetheymovetootherplacesthecompanyneedstoapplyforare-approval.LiuZhidong,technicaldirectorofCangzhoubranchofBeijingWinsunnyHarmonyScience&TechnologyCo.,Ltd.,toldthereporter,“Thereapprovalneedsnolessthanthreeyears.”
Liu’scompany,oncebasedinBeijing’sDaxingDistrict,wasjustoneofthepharmaceuticalenterprisesmovedintotheBeijing-CangzhouBohaiBiologicalPharmaceuticalIndustrialPark.
TheBeijingandHebeigovernmentsdecidedtobuildthebiologicalpharmaceuticalindustrialparkandadopttheregulationatCangzhou,wherecompaniescanretaintheirregisterednameandaddressinBeijingwiththeapproval,certification,andregulationoftheBeijingFoodandDrugAdministration.TheinnovativemanagementmodelencouragedmoreBeijingcompaniestorelocateintheindustrialpark.
“IttookusthreehourstomeettogetherinBeijingasthepharmaceuticalenterpriseswerescatteredindifferentdistrictsofDaxing,Haidian,andTongzhou.Butnowweareneighbors.”saidLiu.Owingtotheaggregatedeffectofindustryandbrand,thenewlybuiltindustrialparkhasattracted132projectswithatotalinvestmentofRMB41.1billion,amongwhich80percententerprisesarefromBeijing.
Besidestherawmaterialworkshop,Liu’scompanyhasalsosetuparesearchandqualitytestingcenter,andinvestedanotherRMB5millionintoasewagetreatmentplant.InLiu’seyes,theresettlementisnotasimpletransitionofproductionlinesbutanupgradedtransformation.
AshortageoftechnicaltalentisanotherworryofLiu.However,goodnewscameinJune.ThemanagementcommitteesignedacooperativeagreementwithNankaiUniversityinTianjintojointlybuildaresearchinstitute;meanwhile,anagreementwithHebeiChemical&PharmaceuticalCollegewasalsosignedforan“order-based”trainingmodetoprovidehigh-qualitytechnicaltalenttocompanies.ProperResettlementofMigrantPopulation
WangLigongisthegeneral-managerofBeijingShengyaomeiClothing&AccessoriesCo.whichhasbeenengagedinthegarmentproductionandprocessingbusinessformorethan20years.HetoldthereporterthatinNovember2017abigfireburneddownthedreamsofmanyjob-hunting“Beijingdrifters”andforcedWangtofindanewplaceforhiscompany.HethentraveledtoTianjin,Shijiazhuang,andfinallychoseCangzhouwhichtookhimonly51minutesridingonabullettrainfromBeijing.Heconsideredthreefactors:oneistokeepadistancefromcapitalcitiesorbigcities;thesecondisconvenienttransportationandpreferentialpolicies;thethirdisthecharismaofDongsuGroup’schairmanYuGuiting.

Inlessthanoneyear,businessesfromBeijing’swholesalemarketplaceshavemovedtoCangzhou.OnAugust30,2017,theBuildingofMingzhuCommerceCityopenedwith600-plusBeijingbrandssettledin.Thenewlydecoratedshoppingmallprovidesanewshoppingexperienceforlocalresidents.
Thecitywillbuilda133.33hectareMingzhuCommerceCityand200-hectareMingzhuClothingIndustryTowntoaccommodateBeijing’srelocatedclothingindustryandupdatelocalindustry,aswellasestablishabrand-newbusinessmodelincludingdesignandresearch,productionandprocessing,wholesaleandretail,warehousingandlogistics,ecommerceandentertainment.
Withsoundpolicies,acommittedworkforce,andinnovation-drivenstrategies,thenewlyforgedBeijing-TianjinHebeimegalopolisstandstobecomeamodelofefficient,productive,andbalancedredistributionofurbanandindustrialproductionresourcesandassetsalongwiththedistributionofimportantgovernmentalfunctionsbasedonmaximizingefficiency,landusageandnewlivesofemployees.
